1、地稅局黨建工作部署交流 地稅局黨建工作部署交流 一、基本情況 我局有干部職工 人，其中有中共正式黨員 人，占 %。有 個(gè)黨支部（包括局機(jī)關(guān)及 個(gè)分局）。局機(jī)關(guān)支部有黨員 人，占全局正式黨員 人的 %，其中有男黨員 人，占 %，女黨員 人，占 %。 二、主要做法 一、統(tǒng)一思想，提高認(rèn)識(shí)，充分認(rèn)識(shí)深入開展創(chuàng)先爭(zhēng)優(yōu)活動(dòng)的重大意義 創(chuàng)先爭(zhēng)優(yōu)活動(dòng)是繼深入學(xué)習(xí)實(shí)踐科學(xué)發(fā)展觀活動(dòng)之后，黨中央著眼于經(jīng)濟(jì)社會(huì)發(fā)展全局和黨的建設(shè)實(shí)際，為加強(qiáng)基層黨組織建設(shè)和黨員隊(duì)伍建設(shè)而部署的一項(xiàng)重要工作，影響深遠(yuǎn)，意義重大。從鞏固擴(kuò)大學(xué)習(xí)實(shí)踐成果的要求來(lái)看，歷時(shí)一年多的學(xué)習(xí)實(shí)踐活動(dòng)已經(jīng)基本結(jié)束，但貫徹落實(shí)科學(xué)發(fā)展觀任重而道遠(yuǎn)。學(xué)

2、習(xí)實(shí)踐活動(dòng)中形成的一些好經(jīng)驗(yàn)、好做法有待進(jìn)一步總結(jié)提升，一些深層次矛盾和問題有待進(jìn)一步研究解決，一些促進(jìn)科學(xué)發(fā)展的制度機(jī)制有待進(jìn)一步健全完善。不論是從全黨全國(guó)還是我們自身而言，深入開展創(chuàng)先爭(zhēng)優(yōu)活動(dòng)，對(duì)于進(jìn)一步鞏固和擴(kuò)大學(xué)習(xí)實(shí)踐科學(xué)發(fā)展觀活動(dòng)成果，把學(xué)習(xí)實(shí)踐活動(dòng)中形成的科學(xué)發(fā)展規(guī)劃、思路和舉措切實(shí)落到實(shí)處，不斷解決影響和制約 地稅科學(xué)發(fā)展的深層次矛盾和問題，解決好群眾最關(guān)心、反映最強(qiáng)烈的民生問題，在新的起點(diǎn)上推動(dòng)科學(xué)發(fā)展觀的貫徹落實(shí)，促進(jìn)地稅各項(xiàng)目標(biāo)收入任務(wù)的圓滿完成和地稅事業(yè)又好有快發(fā)展等都具有非常重要的意義。近幾年來(lái)，按照縣委的安排部署，我局始終用發(fā)展的眼光、用推動(dòng)科學(xué)發(fā)展的要求來(lái)抓黨的建設(shè)

3、，黨組織的執(zhí)行力、凝聚力和駕馭復(fù)雜局面的能力不斷增強(qiáng)，人民群眾的滿意度不斷提高。但也要清醒地看到工作中存在的問題，黨組織抓工作、促發(fā)展、解決問題的能力有待進(jìn)一步提高；一些黨員學(xué)先進(jìn)、趕先進(jìn)、爭(zhēng)當(dāng)先進(jìn)的動(dòng)力不足，黨員意識(shí)淡化，先鋒模范作用發(fā)揮不好等等。開展創(chuàng)先爭(zhēng)優(yōu)活動(dòng)，就是要使黨組織和黨員明確新的努力方向，在激勵(lì)和競(jìng)爭(zhēng)中提升能力素質(zhì)，發(fā)揮好主體作用；就是要在爭(zhēng)先創(chuàng)優(yōu)活動(dòng)中解決工作難題，從而進(jìn)一步提升基層黨建科學(xué)化水平。我們要通過深入開展創(chuàng)先爭(zhēng)優(yōu)活動(dòng)，充分發(fā)揮黨組織的戰(zhàn)斗堡壘作用和廣大黨員先鋒模范作用，動(dòng)員廣大黨員以更加飽滿的熱情、務(wù)實(shí)的作風(fēng)、創(chuàng)新的舉措，推動(dòng)全縣地稅事業(yè)科學(xué)發(fā)展、和諧發(fā)展。總之，

4、在黨的基層組織和黨員中深入開展創(chuàng)先爭(zhēng)優(yōu)活動(dòng)，不僅是鞏固和拓展科學(xué)發(fā)展觀學(xué)習(xí)實(shí)踐活動(dòng)成果的重大舉措，而且是加強(qiáng)黨組織和黨員隊(duì)伍建設(shè)的必然要求，同時(shí)也是密切聯(lián)系和服務(wù)群眾的重要渠道，更是促進(jìn) 地稅事業(yè)又好有快發(fā)展的有力保障。 二、明確任務(wù)，按照中央和省、市、縣委及上級(jí)局的部署深入扎實(shí)開展創(chuàng)先爭(zhēng)優(yōu)活動(dòng) 開展創(chuàng)先爭(zhēng)優(yōu)活動(dòng)，中央和省、市、縣委高度重視，基層和群眾充滿期待。根據(jù)中央和省、市、縣委及上級(jí)局的部署要求，我局充分借鑒學(xué)習(xí)實(shí)踐活動(dòng)的成功經(jīng)驗(yàn)，突出創(chuàng)先爭(zhēng)優(yōu)的實(shí)踐性，以更加豐富的活動(dòng)內(nèi)容、更加多樣的活動(dòng)形式、更加切實(shí)的工作方法，保證創(chuàng)先爭(zhēng)優(yōu)活動(dòng)取得實(shí)效。 （一）及時(shí)成立創(chuàng)先爭(zhēng)優(yōu)活動(dòng)領(lǐng)導(dǎo)小組。開展創(chuàng)先爭(zhēng)

5、優(yōu)活動(dòng)，是各級(jí)黨組織的一項(xiàng)重大政治責(zé)任。強(qiáng)有力的組織領(lǐng)導(dǎo)是確保創(chuàng)先爭(zhēng)優(yōu)活動(dòng)的順利開展、取得成效的關(guān)鍵。我局高度重視此項(xiàng)活動(dòng)，緊密聯(lián)系地稅部門實(shí)際，為切實(shí)加強(qiáng)對(duì)活動(dòng)的領(lǐng)導(dǎo)，成立深入開展創(chuàng)先爭(zhēng)優(yōu)活動(dòng)領(lǐng)導(dǎo)小組，組長(zhǎng)由黨組副書記蘇學(xué)義擔(dān)任，副組長(zhǎng)由副局長(zhǎng)楊新強(qiáng)擔(dān)任，成員由機(jī)關(guān)黨支部組織委員馬子仲、宣傳委員謝金潔、人教股股長(zhǎng)董詩(shī)湘、黨小組組長(zhǎng)蘭玉華、黃大倉(cāng)、胡永強(qiáng)、孫家康組成，辦公室設(shè)在縣局機(jī)關(guān)黨支部，由宣傳委員謝金潔具體負(fù)責(zé)創(chuàng)先爭(zhēng)優(yōu)活動(dòng)的組織實(shí)施。 （二）認(rèn)真制定實(shí)施方案。根據(jù)縣委開展創(chuàng)先爭(zhēng)優(yōu)活動(dòng)的安排部署，緊密結(jié)合地稅工作實(shí)際，我局制定了 縣地方稅務(wù)局關(guān)于在黨的基層組織和黨員中開展創(chuàng)先爭(zhēng)優(yōu)活動(dòng)實(shí)施意

6、見的通知，以“騰地稅發(fā)80號(hào)”文件下發(fā)各股、室分局，創(chuàng)新形式、豐富內(nèi)容和載體，以求真務(wù)實(shí)的作風(fēng)，推進(jìn)創(chuàng)先爭(zhēng)優(yōu)活動(dòng)的深入開展?；顒?dòng)實(shí)施意見進(jìn)一步明確了開展創(chuàng)先爭(zhēng)優(yōu)活動(dòng)的重要意義、總體要求和目標(biāo)、主要內(nèi)容、具體要求，把開展創(chuàng)先爭(zhēng)優(yōu)活動(dòng)與當(dāng)前工作緊密結(jié)合起來(lái)，以創(chuàng)先爭(zhēng)優(yōu)活動(dòng)促進(jìn)各項(xiàng)工作的圓滿完成，以各項(xiàng)工作的圓滿完成檢驗(yàn)創(chuàng)先爭(zhēng)優(yōu)活動(dòng)取得的實(shí)效。 (三)深入開展以忠誠(chéng)教育為核心的“七個(gè)一”活動(dòng)。為不斷提高地稅系統(tǒng)公務(wù)員職業(yè)道德水平和公共服務(wù)效能，強(qiáng)化忠誠(chéng)意識(shí)、責(zé)任意識(shí)和廉潔自律意識(shí)，大力推進(jìn)學(xué)習(xí)型、服務(wù)型機(jī)關(guān)建設(shè)，根據(jù)云南省公務(wù)員局和省市地稅局的要求，我局深入開展了以“宣誓活動(dòng)、紅色教育活動(dòng)、廉政教育

7、活動(dòng)、選讀一本好書活動(dòng)、開展主題演講活動(dòng)、開展主題征文活動(dòng)和開展崗位練兵活動(dòng)”為主要內(nèi)容的“七個(gè)一”活動(dòng)，并制作成光盤，于8月26日上報(bào)市局人教科。 （四）扎實(shí)開展“三查三看”教育活動(dòng)，深入推進(jìn)創(chuàng)先爭(zhēng)優(yōu)活動(dòng)的深入開展。為著力推進(jìn)創(chuàng)先爭(zhēng)優(yōu)活動(dòng)工作，進(jìn)一步鞏固學(xué)習(xí)實(shí)踐科學(xué)發(fā)展觀活動(dòng)成果，深入踐行省委“個(gè)人形象一面旗、工作熱情一團(tuán)火、謀事布局一盤棋”的要求，市委結(jié)合保山實(shí)際，提出以領(lǐng)導(dǎo)班子和領(lǐng)導(dǎo)干部為重點(diǎn)，從年6月開始至9月底，在全市組織開展以“查作風(fēng)，看學(xué)習(xí)、團(tuán)結(jié)、務(wù)實(shí)、創(chuàng)新、守紀(jì)的情況；查工作，看思路、方法、措施、發(fā)展的情況；查項(xiàng)目，看儲(chǔ)備、服務(wù)、建設(shè)、成效的情況”為主要內(nèi)容的“三查三看”教育活

8、動(dòng)，深入推動(dòng)思想解放，強(qiáng)化服務(wù)意識(shí)、責(zé)任意識(shí)、實(shí)干意識(shí)、廉政意識(shí)，著力改進(jìn)作風(fēng)、解決問題、提高能力、健全機(jī)制，努力建設(shè)善于領(lǐng)導(dǎo)科學(xué)發(fā)展、奮發(fā)有為、堪當(dāng)重任的領(lǐng)導(dǎo)班子，為保山跨越式發(fā)展提供堅(jiān)強(qiáng)保證。我局結(jié)合 地稅實(shí)際，扎實(shí)開展了“三查三看”教育活動(dòng)，深入推進(jìn)創(chuàng)先爭(zhēng)優(yōu)活動(dòng)的開展。 一是認(rèn)真研究部署，及時(shí)成立活動(dòng)領(lǐng)導(dǎo)小組。全縣“三查三看”動(dòng)員大會(huì)結(jié)束后，根據(jù) 地稅實(shí)際，按照全縣動(dòng)員大會(huì)要求，結(jié)合正在開展的在基層黨組織和黨員中深入開展創(chuàng)先爭(zhēng)優(yōu)活動(dòng)，認(rèn)真研究我局“三查三看”教育活動(dòng)具體方案，及時(shí)成立“三查三看”教育活動(dòng)領(lǐng)導(dǎo)小組及辦公室，并明確領(lǐng)導(dǎo)小組工作人員職責(zé)，扎實(shí)抓好我局“三查三看”教育活動(dòng)。 二是

9、開好動(dòng)員部署會(huì)。6月28日，我局在深入調(diào)研、充分準(zhǔn)備的基礎(chǔ)上，召開了“三查三看”教育動(dòng)員大會(huì)，對(duì)我局開展“三查三看”教育活動(dòng)進(jìn)行了全面部署，進(jìn)一步闡述了開展“三查三看”教育活動(dòng)的重大意義、指導(dǎo)思想、目標(biāo)原則、范圍對(duì)象和方法步驟。全局干部職工進(jìn)一步統(tǒng)一了思想，提高了認(rèn)識(shí)，明確了開展“三查三看”活動(dòng)的重要意義、主要任務(wù)、具體要求和方法步驟，明確了開展“三查三看”教育活動(dòng)迫切性和必要性。 三是制定實(shí)施方案。按照縣委和市局的要求，我局結(jié)合 地稅部門的行業(yè)特點(diǎn)，認(rèn)真制定符合自身實(shí)際的實(shí)施方案。實(shí)施方案進(jìn)一步明確了開展“三查三看”教育的指導(dǎo)思想、總體目標(biāo)、范圍對(duì)象、方法步驟和組織領(lǐng)導(dǎo)。并以騰地稅發(fā)87號(hào)文

10、按時(shí)上報(bào)縣委創(chuàng)先爭(zhēng)優(yōu)活動(dòng)領(lǐng)導(dǎo)小組辦公室。 四是認(rèn)真開展學(xué)習(xí)培訓(xùn)。按照學(xué)習(xí)要求，我局集中學(xué)習(xí)了毛澤東矛盾論和為人民服務(wù)，學(xué)習(xí)了市委書記李正陽(yáng)在市委“三查三看”教育領(lǐng)導(dǎo)小組會(huì)議上的講話，學(xué)習(xí)了x同志在第 屆中央紀(jì)律檢查委員會(huì)第五次全體會(huì)議上的講話，學(xué)習(xí)了中共云南省委辦公廳關(guān)于在全省各級(jí)領(lǐng)導(dǎo)班子和領(lǐng)導(dǎo)干部中繼續(xù)深入開展“三個(gè)一”主題實(shí)踐活動(dòng)的意見等篇目。為有效解決工學(xué)矛盾，我局主要采取中心組學(xué)習(xí)帶動(dòng)廣大干部職工學(xué)習(xí)、專題輔導(dǎo)和早、晚集中學(xué)習(xí)等方式進(jìn)行學(xué)習(xí)，共集中學(xué)習(xí)5次。在開展集中學(xué)習(xí)的同時(shí)，廣大干部職工還利用休息時(shí)間和節(jié)假日廣泛開展自學(xué)，認(rèn)真學(xué)習(xí)其余必讀篇目。每人都寫出了10000多字的讀書筆記和

11、兩篇以上的心得體會(huì)。通過學(xué)習(xí)培訓(xùn)，全體干部職工增強(qiáng)了開展“三查三看”教育活動(dòng)的自覺性和堅(jiān)定性。 五是深入學(xué)習(xí)鄭坰靖先進(jìn)事跡。于年7月10日組織全局干部職工收看了保山電視臺(tái)播出的“鄭坰靖同志先進(jìn)事跡報(bào)告會(huì)”實(shí)況錄象，于年7月12日組織學(xué)習(xí)了鄭坰靖同志先進(jìn)事跡，同時(shí)組織召開了鄭坰靖先進(jìn)事跡座談會(huì)。大家一致認(rèn)為，地稅干部學(xué)習(xí)鄭坰靖同志先進(jìn)事跡和崇高精神，就是要忠于黨的稅收事業(yè)，爭(zhēng)做鄭坰靖式的好黨員、好干部，努力爭(zhēng)做無(wú)愧于黨、無(wú)愧于人民的忠誠(chéng)衛(wèi)士，認(rèn)真履行“聚財(cái)為國(guó)、執(zhí)法為民”的稅務(wù)工作宗旨，堅(jiān)持以組織收入為中心，強(qiáng)化“服務(wù)科學(xué)發(fā)展、共建和諧稅收”的新時(shí)期地稅工作主題，進(jìn)一步提高地稅干部的履職能力，牢

12、固樹立全心全意為人民服務(wù)的根本宗旨，努力完成各項(xiàng)工作任務(wù)，為 經(jīng)濟(jì)社會(huì)的科學(xué)發(fā)展作出地稅部門積極的貢獻(xiàn)。 六是認(rèn)真開展讀書活動(dòng)。為扎實(shí)開展創(chuàng)先爭(zhēng)優(yōu)活動(dòng)、深入推進(jìn)學(xué)習(xí)型組織建設(shè)，進(jìn)一步提升黨員干部的理論水平和學(xué)科文化素養(yǎng)，增強(qiáng)履職能力。我局以“閱讀探索思考”為主題，以“樹立終身學(xué)習(xí)理念、提升履職創(chuàng)新能力”為目標(biāo)，采取“讀、研、聽、寫、講”等形式，立足本局實(shí)際，深入開展黨員干部讀書活動(dòng)。通過開展讀書學(xué)習(xí)活動(dòng)，進(jìn)一步培育全縣地稅系統(tǒng)黨員干部讀書習(xí)慣，營(yíng)造全縣地稅系統(tǒng)的學(xué)習(xí)氛圍，促進(jìn)全縣地稅系統(tǒng)廣大黨員干部順應(yīng)時(shí)代發(fā)展，實(shí)現(xiàn)知識(shí)的不斷更新，使地稅系統(tǒng)廣大黨員干部在學(xué)風(fēng)上有新轉(zhuǎn)變、觀念上有新突破、能力上

13、有新提高、工作上有新成效。 七是積極學(xué)習(xí)原保山地委書記楊善洲同志先進(jìn)事跡 楊善洲同志六十年堅(jiān)守共產(chǎn)黨人的精神家園，一輩子把黨和人民的利益放在首位，一輩子淡泊名利、地位，一輩子公而忘私、廉潔奉公。他恪守信念，一心為民，忘我工作，始終如一地堅(jiān)守著共產(chǎn)黨員的高尚情操，始終如一地踐行了執(zhí)政為民的根本宗旨，始終如一地發(fā)揮了老有所為的奉獻(xiàn)精神，以感人的事跡，集中展示了一名共產(chǎn)黨員的崇高品質(zhì)，樹立了黨員干部的光輝形象和時(shí)代風(fēng)貌，是共產(chǎn)黨員和老干部的優(yōu)秀代表，是“創(chuàng)先爭(zhēng)優(yōu)”的突出典型，是全市廣大黨員干部學(xué)習(xí)的楷模。深入學(xué)習(xí)楊善洲同志的先進(jìn)事跡和崇高品質(zhì)，對(duì)于加強(qiáng)當(dāng)代黨員干部思想道德修養(yǎng)，增強(qiáng)廣大黨員干部對(duì)人民

14、群眾的深厚感情，保持共產(chǎn)黨員先進(jìn)性，增強(qiáng)各級(jí)黨組織創(chuàng)造力、凝聚力和戰(zhàn)斗力，推動(dòng)保山經(jīng)濟(jì)社會(huì)快速發(fā)展，具有十分重要的意義。 八是積極開展大討論。以召開“座談會(huì)”、周一學(xué)習(xí)日等形式，圍繞縣委“三查三看”教育內(nèi)容開展大討論活動(dòng)。以地稅部門如何開展“三查三看”，地稅部門開展“三查三看”查什么、看什么，如何結(jié)合崗位職責(zé)開展“三查三看”等內(nèi)容為主題，開展討論交流活動(dòng)。同志們提出，地稅部門查學(xué)習(xí)，就是要看是否扎實(shí)開展政治理論和稅收業(yè)務(wù)知識(shí)的學(xué)習(xí)，是否扎實(shí)開展“愛讀書讀好書善讀書”活動(dòng)，是否實(shí)現(xiàn)“領(lǐng)導(dǎo)班子好、隊(duì)伍素質(zhì)好、管理機(jī)制好、執(zhí)法質(zhì)量好、社會(huì)形象好、廉政建設(shè)好”的“六好”創(chuàng)建目標(biāo)；查工作，就是要看是否清

15、楚稅費(fèi)源情況，是否能克服困難確保稅費(fèi)收入“時(shí)間任務(wù)雙過半”，是否能圓滿完成縣委政府和上級(jí)局下達(dá)的全年稅費(fèi)收入任務(wù)；查項(xiàng)目，就是要看是否扎實(shí)做好重點(diǎn)工程項(xiàng)目稅收的跟蹤問效工作，執(zhí)行稅收政策是否到位，納稅服務(wù)是否讓納稅人滿意。地稅部門開展“三查三看”教育，就是要圍繞“帶好隊(duì)，收好稅”的工作思路，堅(jiān)持“聚財(cái)為國(guó)、執(zhí)法為民”的稅收工作宗旨，全面推進(jìn)依法治稅，更新觀念，轉(zhuǎn)變作風(fēng)，進(jìn)一步優(yōu)化納稅服務(wù)；著力打造“快樂工作、健康生活、追求卓越”的核心團(tuán)隊(duì)，為 地稅科學(xué)發(fā)展、和諧發(fā)展提供堅(jiān)強(qiáng)保障。 九是廣泛聽取意見，深入查找問題。為推進(jìn)創(chuàng)先爭(zhēng)優(yōu)活動(dòng)，圍繞“三查三看”的內(nèi)容，我局通過召開座談會(huì)、發(fā)放征求意見表等形

16、式，廣泛征求意見，積極開展調(diào)查研究，深入查找問題，深刻剖析原因。結(jié)合黨組班子民主生活會(huì)的召開，于8月10日發(fā)出征求意見表70份，收回70份，通過認(rèn)真梳理，對(duì)黨組班子提出表?yè)P(yáng)類意見20條，綜合匯總為3條；意見、建議42條，綜合匯總為10條。會(huì)前，黨組負(fù)責(zé)人將征求到的意見、建議及時(shí)反饋給班子成員，并廣泛開展班子成員之間、班子成員與分管股室之間的交心談心，班子成員結(jié)合自身查找和征求到的意見、建議，認(rèn)真準(zhǔn)備發(fā)言提綱，深入剖析各自分管工作中存在不足和問題。8月27日，在縣委“三查三看”督導(dǎo)組和縣紀(jì)委第一紀(jì)工委相關(guān)領(lǐng)導(dǎo)的指導(dǎo)下，我局黨組班子在和諧的氛圍中按時(shí)召開了專題民主生活會(huì)，深入開展批評(píng)與自我批評(píng)，達(dá)

17、到統(tǒng)一意見、形成共識(shí)，不斷推動(dòng)地稅事業(yè)科學(xué)發(fā)展的目的。會(huì)上，黨組負(fù)責(zé)人代表黨組作了創(chuàng)先爭(zhēng)優(yōu)承諾；黨支部負(fù)責(zé)人代表黨支部作了創(chuàng)先爭(zhēng)優(yōu)承諾；領(lǐng)導(dǎo)班子個(gè)人分別進(jìn)行了創(chuàng)先爭(zhēng)優(yōu)承諾。黨組班子專題民主生活會(huì)得到了到會(huì)指導(dǎo)會(huì)議領(lǐng)導(dǎo)的高度評(píng)價(jià)和充分肯定。按照“三查三看”的要求，9月上旬我局將召開黨員專題組織生活會(huì)，認(rèn)真查找個(gè)人在作風(fēng)、工作、項(xiàng)目方面存在的不足和問題，同時(shí)在會(huì)上開展個(gè)人創(chuàng)先爭(zhēng)優(yōu)承諾，并通過板報(bào)、地稅網(wǎng)站等形式向社會(huì)公開。 三、深入開展創(chuàng)先爭(zhēng)優(yōu)活動(dòng)，確保各項(xiàng)工作取得明顯的成效 目前，緊密結(jié)合地稅部門工作實(shí)際，我局按照創(chuàng)先爭(zhēng)優(yōu)活動(dòng)和“三查三看”教育活動(dòng)的要求，我們始終堅(jiān)持熱情不減、標(biāo)準(zhǔn)不降、要求不變
